    ANNOUNCEMENT OF OPEN AND COMPETITIVE EXAMINATION 
    SENIOR MANAGEMENT ANALYST ASSIGNED TO PERSONNEL SERVICES

    THE POSITION

     

    The Department is seeking an individual for the position of Senior Management Analyst assigned to Personnel Services who is experienced as a human resource generalist with a strong skill set in employee and labor relations experience. However, responsibilities will also include human resource generalist duties such as personnel, program evaluation, policy and procedure development, employment law interpretation, management information analysis, classification, recruitment and examination, employee training, test validation, and career development. The incumbent will be part of a cohesive functioning team of five in our Personnel Services unit. The Senior Management Analyst works under general direction, performing difficult and responsible professional mid-level management functions in the Personnel Services unit. The incumbent may be assigned to either a specific analysis activity, such as employee relations, or to a generalist assignment with responsibility for dealing with a wide array of analytical staff assignments, many of which may be of a confidential nature. Incumbents are expected to be capable of performing a variety of highly complex research, analysis, reports and procedures. The Senior Management Analyst may supervise personnel.

     

    This position requires that the incumbent have considerable good judgment and discretion, and a complete understanding of appropriate management principles and techniques.  Recommendations and commitments made at this level have considerable weight, and personal contacts involve negotiating, advising, and gaining acceptance of one's own ideas by others. 

     

    This is the highest-level classification within the Management Analyst series.  This classification differs from the next lower level of Management Analyst in that the Senior Management Analyst is expected to handle the most complex analysis work including responsibilities with employee and labor relations, and may oversee/lead and direct the work of the Management Analysts and Associate Management Analysts within the assigned division and may be tasked with overseeing aspects of the day-to-day operations of the division. The Senior Management Analyst is also expected to be able to occasionally fill in for the Director of Personnel Services as needed and appropriate. The Senior Management Analyst differs from the Director of Personnel Services classification in that the latter is responsible for the overall performance of the division and strategy development.

     

    The Senior Management Analyst is a non-represented, exempt classification in the Classified Service.

    The position of Senior Management Analyst assigned to Personnel Services duties may include, but are not limited to, the following:

     

    • Assist the Director of Personnel Services with administration and maintenance of the division.
    • Conduct highly complex research and analysis in preparation of labor negotiations and bargaining matters for labor negotiations, including surveying prevailing wages, benefits and working conditions, and analyzing labor proposals.
    • Prepare reports and recommendations for bargaining unit contract revisions.
    • Perform and/or lead analytical studies and surveys on organizational, procedural, budgetary requirements, personnel management and other related management functions and prepare thorough reports.
    • Gather and analyze information and does completed staff work including proposing recommendations on administrative, fiscal, organizational, personnel and other related management challenges.
    • Conduct highly complex workload and staffing analysis, compensation analysis, recruitment and examinations, employee benefits, employee relations and labor relations, employee training, accounting, and statistics.
    • Develop, implement and have program responsibilities for Department-wide projects and programs.
    • Manage Personnel Services related program areas.
    • Plan and coordinate major research or administrative projects.
    • Compile and analyze data pertaining to personnel program policies and issues.
    • Evaluate alternatives and make recommendations for action; prepare reports and recommendations for the Director of Personnel Services and/or Administrative Staff.
    • Prepare and present statistical data and make recommendations in written, graphic and oral form.
    • Make verbal presentations to management, boards, commissions and the public.
    • Act as departmental resource on any questions in the area of Personnel Services.
    • May conduct studies requiring inter-departmental coordination.
    • Stay current on local, state and federal legislation affecting public sector labor laws.
    • Assist in the development and implementation of Department and Personnel Services goals, objectives, policies and procedures.
    • Educate employees and managers on policies and legal compliance.
    • Analyze and recommend strategies to improve effectiveness of operation.
    • May represent the Department in labor and management issues.
    • May conduct personnel investigations as assigned.
    • Other duties as assigned.

    EMPLOYMENT STANDARDS

    Education/Experience: In order to qualify to apply for the position of Senior Management Analyst assigned to Personnel Services, the applicant must have a Bachelor's degree from an accredited college or university in the preferred areas of human resources, business administration, public administration, social studies, or approved related field. In addition, the applicant must have five (5) years of increasingly responsible management/administrative analytical work experience in the area of human resources, and two (2) years of supervisory experience or  three (3) years of lead experience. 

     

    For this recruitment, the Department is looking for someone with a strong skill set in employee and labor relations experience. It is highly desirable that the applicant have training and course work in human resources. In addition, supervisory experience is a plus.

     

    Knowledge and Abilities to include, but are not limited to:

    • Principles, practices and trends of public and business administration in the following areas: personnel and staffing analysis, position classification and pay, recruitment and examination, employee relations.
    • Employee benefits and statistics.

    • Pertinent local, state and federal rules, regulations and laws.
    • Communication techniques required for gathering, evaluating and transmitting information.

    Working Conditions/Physical Demands:  The incumbent typically will work in an office environment, having contact with staff and the public. Plan to sit for extended periods, as well as frequently stand and walk. Normal manual dexterity and eye-hand coordination are necessary as is having corrected hearing and vision to normal range. The ability to do verbal communication, and use office equipment is imperative.

     

    Required Licenses or Certificates Possession of a valid, appropriate state of California driver's license.

     

    Pre-Employment RequirementsThe candidate will be required to complete and pass a Live Scan fingerprint and background check, and complete a medical examination.
