Contract Coordinator – Extra Help

The Position

The Department is in search of a Contract Coordinator that will develop, coordinate, and monitor contract activities for the Department. Responsibilities will include managing all contracts excluding Public Works contracts. The incumbent will develop, modify and monitor contract processing procedures and activities, review contract requests and proposals, and serve as a liaison between the Department and County Counsel. The incumbent will be under the general direction of the Director of Business Services.

 

Example of Duties

  • Maintain and monitor all existing contracts.
  • Review, monitor expiration dates, and key deliverables.
  • Develop and maintain repository of standard terms and conditions.
  • Coordinate all contract review and approval processes with County Counsel.
  • Develop and maintain a repository of RFP and RFQ templates.
  • Draft and prepare RFP’s and RFQ’s for requesting division and facilitate RFP and RFQ processes.
  • Collaborate with other team members and stakeholders.
  • Coordinate contract preparation for requesting staff.

Employment Standards

 

Minimum Qualifications

The equivalent of three years full-time professional purchasing and/or procurement experience which includes developing and preparing contracts, and contract specifications and possession of a Bachelor's degree from an accredited college or university. 

 

Highly Desirable: Some governmental procurement experience.

 

Knowledge and Abilities/Qualifications

Any combination of experience, education, and training that would provide the required knowledge, skills, and abilities is qualifying.

 

Knowledge of:

  • Contract development, management and administration.
  • Ordinances and procedures pertaining to contract preparation and process, including Department cost principles, accounting guidelines and provider agreements, and other policies that impact on contracts.
  • Federal, state and municipal laws and regulations related to assignment.
  • Research methods, techniques and standard sources of information as they relate to contract administration.
  • Budget preparation and administration.
  • Personal computers and current software packages used for word processing, data base management, preparation and use of spreadsheets.

 

Ability to:

  • Assess contract provisions and requirements to achieve departmental objectives.
  • Establish process for tracking contract status, timelines, expiration dates and key deliveries.
  • Establish and maintain effective working relationships with co-workers, administrative officials and vendors.
  • Read and interpret invoices, budgets and audits.
  • Read, understand, analyze contract language.
  • Present ideas effectively both orally and in writing.
  • Detail oriented.

 

Working Conditions

Work is performed in an office setting. May be require to sit for prolonged periods of time.  Manual dexterity; clear, understandable speech; and visual and hearing acuity are required.

 

Pre-Employment Requirements

The individual selected will be required to complete a background check and Live Scan fingerprint.
